So editing NetworkManager.conf didn't help.
I did some digging though and found that in /etc/dbus-1/system.d in element 
busconfig in org.freedesktop.thermald.conf:

        <policy group="power">
                <allow send_destination="org.freedesktop.thermald"/>
                <allow receive_sender="org.freedesktop.thermald"/>
        </policy>

this is owned by thermald

thermald: 1.5.4-4
