The Postgres documentation lists these in /usr/local/pgsql/bin/ https://www.postgresql.org/docs/9.6/static/install-short.html Move the executables in the packages from /usr/bin/ to /usr/local/pgsql/bin/ to stay aligned with the official Postgres documentation. Also, I believe it is the recommended layout for packagers.
