Please open new a new bug report, instead of piling onto an unrelated report. And your boot is waiting for you to unlock the encrypted volume... only after which the volume groups will be detected. I do not see anything degraded in your case at all. Note your test-case is completely different to this bug report as it also involves encrypted volume.
