For no-change rebuilds, we version packages as 'build1' instead of
'ubuntu1', so that we can detect that there is no Ubuntu delta in the
source and we can safely overwrite it with a sync.
This also means we do not need to run update-maintainer on the source.
Finally, I have added a reference to this bug in the changelog so it
will auto-close when pd-audio reaches zesty.
