This is not at all reasonable. It is equivalent to saying that if you
can't get Internet Explorer 7 to run in wine, then it's up to Microsoft
to fix it. If the purpose of Ubuntu is to provide a usable alternative
to mainstream proprietary operating systems then every reasonable step
should be taken to make sure that it supports the applications users
will want to run on it. A dummy package for xlibs already exists, so
what harm is there in including it in the repo? It doesn't have to be
installed by default. It can just be there for anyone who needs it.

Debian failed to develop as large a user-base as it might have because
of its culture of high-handed disdain towards those who were less
technically knowledgeable or who were not sufficiently devoted to the
ideology of free software. Please never let Ubuntu go the same way.
