Hi vijay,
while the report lacks the logs usually auto-added by apport this kind of
issues is rather common and likely not specific to qemu.
Also this kind of indicates that way:
"No apport report written because MaxReports is reached already"
What happens is that scripts from 3rd party sources in /etc conflict
with what is provided by the Ubuntu Archive. In your logs you should
likely find the system complaining about a loop it encountered when
trying to set up the init script.
You should look for the scripts reported in that loop, in most of such
cases one of the sripts is not from the archive and broken in some sort.
If you think this is a qemu bug, please set back to new and try to
provide the logs via apport-bug.
