I found it. Why do you disagree with it? See top - "Users of the Ubuntu operating system have entrusted Canonical (“us” and “we”) with the data submitted in error reports.". This is data for all Ubuntu users who submit bug reports. When I submit my bug report and submit potentially personally identifyable information, I would not want any random person off the web to download it and hand it out to anyone else... it makes sense to me.
It's not a hinderance to us to look at it, it's just that we should not be giving our private information to anyone else?
