I figured out how to get into Desktop Effects.

When sudo comes up, hit the OK button and use the wrong password 3
times.  I figured this out after I made a new user (where Compiz also
defaulted to Enabled), and then went to desktop effects.  It said that I
didn't have Sudo access, but then brought me to the desktop effects
window (the same one from Feisty).

This restriction seems like a really stupid idea, especially since you can get 
around it anyway.
Not only is it enabled by default, but it seems to allow you 40 seconds to test 
Compiz, so there doesn't seem to be any good reason not to let you modify 
settings all the time.

Also, the other thing that seems buggy is when I hit "cancel" from sudo
it says "Please run "desktop effects" again after restarting the
computer, when the new graphics driver is active."... that makes no
since, but considering I hadn't restarted since running nvidia-
installer, I figured that I would give that a try, but Desktop Effects
still doesn't run except with the weird wrong password workaround I
described.
