Getting same problem on AMD Ryzen X18700 with GIGABYTE AB350-GAMING3 motherboard (F5 - latest bios version)
Setting acpi=off gets me into login screen but fails to authenticate me .. so, I`m stuck there. This occured when I tried to upgrade from 16.04 to 16.10 ... then I tried installing the 17.04 with same problems ... instal was hitting the IRQ vector 07 problem.
