Public bug reported:

After a fresh install of Kubuntu, plasma-discover doesn't seem to work.

There are no packages available to install, and the list of installed
packages is also always empty.

I installed muon, as described in another bug report, but that didn't do
anything to make discover start working.

Attached is a screenshot of the empty "installed packages" list.
