Because it was Read Only. One of 7.10 new feature is Read Write support for NTFS, but your partition can't be mount RW if it detect that it is unclean, and since there is no other way to clean your partition than using windows, it is what you should do.
Now if you don't have windows, you can't still force the mount by using the force option, but it is at your own risk.
