Public bug reported:

Juju is now releasing as a snap as the primary means of consumption. For
those still needing a debian package the juju ppas will be maintained.
However from a distro perspective, folks wanting juju should snap
install juju rather than apt install juju. With that in mind, we won't
need the juju-core package in zesty.

For upgrade purposes, is there a defined method of transitioning yet
from a deb to a snap? This would also potentially have bearing on the
current xenial package.
