The behaviour is currently changed to be like this: 1.) If No-, Normal- or Extra-Effects is selected the Custom-Effects option is not displayed, except ccsm is found to be installed. In that case Custom-Effects and the Properties-button are displayed.
2.) Should ccsm not be installed and only No-, Normal- or Extra-Effects be selected, the Custom-Effects option is not displayed. 3.) Should ccsm not be installed and the user changed the set of effects otherwise (e.g. via gconf-editor or gconftool-2) only Custom-Effects will be displayed and selected.
