I've seen a few similar reports, but in those cases the socket was not reachable at all, while in your case it rejects root as local user - therefore not dup'ping it (yet). Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
