** Description changed:

  System wide proxy settings are not seen by users who didn't first
  initiated the proxy configuration.
  
  If the initial configuration has been made by "user1", only this user
  will show the configuration in network applet, the other users won't see
  anything.
  
  Reproducer ;
  1. Set proxy with UI on user1 (without protocol in front of it (e.g. http://, 
https://,....)
  Method      : Manual
  HTTP Proxy  : test.com Port : 8080
  HTTPS Proxy : test.com Port : 9090
  
  Click "Apply system wide"
  
  2. Create user user2
  3. Logout user1
  4. Login as user2
  5. Look configuration:
  
- - Network applet won't change, remaining set to 'none' 
+ - Network applet won't change, remaining set to 'none'
  - "gsettings get org.gnome.system.proxy mode" return 'none' instead of 
'manual'
  - "dconf read /system/proxy/mode" return nothing.
  
  The only test I found to validate was the following:
  
  - Check proxy variables :
  $ echo $http_proxy
  $ echo $https_proxy
  $ echo $ftp_proxy
  
- * You should see the value set while log as user1
+ * You should see the value created by user1.
  
  - Try web browser and validate it goes through the proxy
