I have the same problem , including flashing LEDs , for Sapphire Ati Radeon X700 PCI-e. Screen attached to DVI.
I can work around this problem by manually picking a VGA resolution in the live-CD boot menu. Choosing 1280x1024x32 works. However the installed system has the same problem and I have not yet been able to fix this.
