Public bug reported:

When using version 451.6 of the network installer the TUI installer will
stop at the dialog: Setting up the clock" where it says "Getting the
time from a network time server".  This will stay like this until a key
is pressed.

This will only appear on a preseed installation as it relies on no
keyboard intervention to manifest itself.

The problem was present in 451.4 as well.

The preseed installation is performed via a 16.04.1 server using
pxelinux and dnsmasq for delivering the two files linux and initrd.gz
and apache to deliver the pressed file.

The dialog box will immediately disappear once a succesful keystroke
sequence is entered, eg <Alt>F2
