In response to daniel's comment: 1. The most used install methods in Ubuntu (synaptic, add/remove programs and apt-get) don't install recommends by default at the moment.
2. The debian packaging manual states that: "The Depends field should be used if the depended-on package is required for the depending package to provide a significant amount of functionality." I think being able to actually run a virtual machine is a significant amount of functionality. So I think it should depend on the -modules package.
