Another update: The latest tarball release of JasPer (on the JasPer web site) is now version 2.0.10: http://www.ece.uvic.ca/~frodo/jasper/software/jasper-2.0.10.tar.gz
Presuming that Ubuntu cares at all about security, there are a massive number of security and other bug fixes that have been applied to JasPer between the 1.900.1 version currently used in Ubuntu and the 2.0.10 version.
