Public bug reported: I'm having this problem with an ethernet connection configured with openvpn on Ubuntu 16.04.01 LTS. When booting or rebooting, the network won't come up at all. But, if I select "Disconnect VPN" with network- manager the network comes up automatically. After the network comes up, I can enable the VPN and the client connects to the server. No error messages in syslog regarding the ethernet interface or openvpn. Also, the network interface will autoconnect if I unassociate openvpn with the ethernet interface.
