Public bug reported:

I was installing Lubuntu 16.10 from a live USB key on an Intel NUC5i3RYK. The
live USB key was generated with UNetbootin.
The installation crashed with the message: The 'grub-efi-amd64-signed' package
faile to install into /target/. Without the GRUB boot loader, the installed
system will not boot.
