In Thunderbird, the link opens a browser at: https://addons.mozilla.org/en-US/thunderbird/browse/type:3 - which is the Mozilla Thunderbird Dictionaries page.
Tested Sat Oct 13 using Gutsy / the same thunderbird package as in the bug report.
