Are there images in the frames?
No need to try: Firefox runs at normal speed in websites using frames and 
iframes too.
I don't use frames and iframes 'cause I develop my pages in XHTML 1.1 and 
they're depracated (fortunally: one less problem)
Scrolldown is not affected by this "symptoms" if the scrolling frames has no 
background image and little number of images.
Problems come out when the use of images are conspicuous or if you have a 
background image.

Maybe the problem can be connected to images no matter if they're
backgrounds or not: simply a background big image (or a tiled one)
require too much resource to run at a normal speed just like many images
on the page.
