I created a custom CD from Ubuntu 16.04.1 with the environment I wanted. I installed ubiquity and ubiquity-frontend-gtk onto the filesystem of the LiveCD. The installer was run by executing (double-clicking) the icon on the Desktop of the LiveCD.
