I've tested installing KMahjongg 4:16.04.3-0ubuntu1.1 (yakkety- proposed): 1st I de-installed both: KMahjongg and the manually installed kdegames-mahjongg-data-kf5. Then I tried to freshly install "KMahjongg" using apt-get install and Muon.
With both tools this was successful.
