That's because sbuild needs the ability to create device nodes, which
isn't possible in unprivileged containers.
You could use a privileged container with apparmor disabled, though
that's obviously very much unsafe :)
lxc launch ubuntu:16.04 sbuild -c security.privileged=true -c
raw.lxc=lxc.aa_profile=unconfined
