I don't see why he should. They are part of the Tango theme which is ALL licensed with the SA-BY-CC. The change wrt Debian is minimal, its just a matter of using the tarball from upstream instead of the Debian fiddled one (plus minor mods to copyright and watch). I built a package without an hitch, screenshots attached.
