I still get this bug every once in awhile on my systems. I deleted the lock file in the var/lib/apt/lists/ directory. and that still seems to be a good work -around, I am not sure of the cause, maybe a change in the sources.list file. Sometimes a command in terminal helps with the apt-get problems, [EMAIL PROTECTED]:~# apt-get --fix-missing
