I've also struggled with this problem (package "grub-efi-amd64-signed"
refusing to configure) during system upgrade 16.04 to 16.10, and finally
managed to overcome it:

sudo ln -sf /usr/lib/grub/x86_64-efi /usr/lib/grub/i386-pc
sudo ln -sf /boot/grub/x86_64-efi /boot/grub/i386-pc
sudo mv /boot/efi /boot/EFI
sudo dpkg --configure grub-efi-amd64-signed
