My (first) attempt at building a mainline kernel was not completely
successful. The system booted to the login screen but when I entered the
password I got a couple of test patterns and was then returned to the
login screen.

This was however enough to confirm that the bug exists upstream. In the
copious documentation I have read on the bug reporting process I could
not find anything describing how to add a tag to a bug report.
