Issue confirmed for Yakkety Yak beta. The debian changelog lists the bug as fixed for 1.8.2-nmu1, which is weird since this is the same version that ubuntu currently uses.
As for the ubuntu changes, change #2 is needed, change #1 sounds like it is needed, and I have no idea about change #3, but it sounds like it disables legacy HAL which could affect DRM (digital rights management). Suggest keeping it for now, to avoid introducing any regressions. The packaging also intermixes debian and ubuntu changes which is a hassle for maintainers, it would be better if the ubuntu changes were kept separate, making it clear what has changed. You can do this by changing debian/source/format away from native to allow the source package to have a diff.
