I've helped a user on #ubuntu+1 for this. He upgraded from Feisty Fawn 7.04 to 
7.10 using "update-manager -d"
He had this error, while upgrading the kernel:
update-initramfs: Generating /boot/initrd.img-2.6.22-14-386  
/usr/sbin/mkinitramfs: line 13: getopt: command not found

/usr/bin/getopt comes from the package util-linux and he didn't have that 
installed. I told him to install util-linux and the 
Shouldn't the initrams-tools be depending on util-linux for getopt?
