Public bug reported:

with the 4.8 kernel, some other event is getting sent to the container's
systemd over netlink on the first checkpoint, which causes the first
checkpoint to fail. We can do a similar probing thing as we do for
modules once we figure out what it is, but we should really just support
checkpoint/restore of netlink socket buffers where it makes sense.
