While generally working the current patch can still cause issues if NO PMD at 
all is installed.
In that case one gets:

 EAL: /usr/lib/x86_64-linux-gnu/dpdk-pmds/: cannot open shared object
file: No such file or directory

I'd want this to be more graceful, so I'll debug a bit more and add
something.
