I have run into this bug as well.  It seems that this bug only occurs in
the following scenario:

- You have "Allow Xfce to manage the desktop" turned on in "Desktop Preferences"
- You have the "Desktop Icons" option set to "None" (don't display desktop 
icons)
- xfdesktop was started with these settings

Interestingly, if you turn "Desktop Icons" to "None" after xfdesktop has 
already loaded,
right clicking will work.  This suggests that some internal state necessary for 
the right
click menu to work is only getting set up when configured to display icons on 
the desktop.
