Update. Upon investigation the environment variable is not the issue. My ovs- vswitchd was crashing due to memory allocation problems with hugepages. Apparently systemd uses D-Bus for error reporting so that was the origin of the message I saw.
Once the command-line parameters were adjusted, no messages are posted to apport.log. A possible corrective action is to update the wiki page mentioned to advise of this pitfall.
