What happens: The selected layout appears inside the keyboard settings indicator now along with a marked checkbox next to it. But the OSK doesn't list the selected layout as expected. Expected: The user should not be able to select these layouts when there's no external keyboard attached, or at least the keyboard settings indicator should not show this selected layout without an external keyboard.
