Thank you Pradeep, Thanks for the clarification about the MLX drivers. I'm a bit afraid that this will just be another drop on spinning the "mlx-often-broken-by-being-too-special" wheel instead of once getting them upstream for real and by that to "just work". But that is a debate outside of the scope of ppc64el&dpdk.
I went ahead and worked on B) right away. After a bunch of build issues that blocked me at first I added an dpdk enabled openvswitch to the ppa at https://launchpad.net/~paelzer/+archive/ubuntu/deb-dpdk-16.07 Along that I found a few more issues in the dpdk ppc64el packaging but was able to fix them. Also I already pushed the enablement of ppc to the shared packaging we drive at https://wiki.fd.io/view/Deb_dpdk. That will help to get you onto Debian as well and to drop Ubuntu delta for this in 17.04.
