We currently do this based on screen dimensions. A phone screen is too
small to reliably use the windowed interface, so we don't switch to it
automatically (you can use a keyboard and mouse with the "staged"
interface just fine).

If you connect a mouse to a bigger device, it will indeed switch
windowed mode on.

That said, we do want to leave the decision to the user, and remember
their preference for a given setup. Even if we don't switch to windowed
automatically, if you do it manually, we'll remember the screens and
input devices you had at the time and try and restore the same mode you
used last.
