Simplifying /etc/default/grub
/etc/default$ grep CMDLINE grub*
OLD:
grub.rpA: GRUB_CMDLINE_LINUX_DEFAULT="acpi=noirq debug=y"
grub.rpA: GRUB_CMDLINE_LINUX="forcepae"
(grub.rpA is as reported initially)

NEW:
grub: GRUB_CMDLINE_LINUX_DEFAULT="debug=y"
grub: GRUB_CMDLINE_LINUX="forcepae"

16.04 shutdown now hangs ending with...
etc etc
systemd-shutdown[1]: All filesystems unmounted
systemd-shutdown[1]: Deactivating swaps.
systemd-shutdown[1]: All swaps deactivated.
systemd-shutdown[1]: Detaching loop devices.
systemd-shutdown[1]: All loop devices detached.
systemd-shutdown[1]: Detaching DM devices.
systemd-shutdown[1]: All DM devices detached.
systemd-shutdown[1]: Powering off.
tg3 0000:02:01.0 enp2s1: Link is up at 100 Mbps, full duplex
tg3 0000:02:01.0 enp2s1: Flow control is on for TX and on for RX
(ie. no IPv6 line)

Once the stage "all filesystems (are) unmounted", including USB drives,
is reached all data is safe and surely the signal to the hardware to
poweroff (ie switch of the electricity) should be sent. Otherwise what
is the meaning of "Powering off."

Does anyone know what comes after..

How close have we come to turning off the volts?

prior kernel version where you were not having this particular problem?"
Xubuntu 14.04 and prior versions shutdown okay.
The highest numbered kernel that shutdown correctly was that updated by 14.04 
on about 10th August 2016 when it was decided to upgrade (downgrade?) to 
Xubuntu 16.04

On 25Feb2016 we know Xubuntu 14.04.4 LTS KERNEL=3.13.0-77-generic
GNU/Linux shutdown ok

What is new/changed between the shutdown flow charts of 14.04 LTS to
16.04 LTS?
