I have done a sligthly broader testing by choosing various languages in
the boot menu.

The default keyboard layout is always international-only, and english
layout is unavailable. To enable english layout, I either have to:

1. Manually add the english layout in System->Preferences->Keyboard
2. Run the installer, pass the keyboard configuration stage, after that English
layout becomes available.

This is a rather annoying issue, since I cannot even type an URL in
Firefox, when running from a livecd (latin characters unavailable). I'd
also like to suggest this bug be renamed to e.g. "english keyboard
layout unavailable in the international LiveCD environments"
