Hi, thanks for reporting the bug and making Ubuntu better. The logs don't hold much more than "8月 27 09:10:54 hostname systemd[1]: freeradius.service: Failed with result 'exit-code'.", but it seems this is due to a configuration issue in your freeradius-mysql - your existing one isn't running properly according to the logs. While one could say the upgrade path shouldn't fail on not being able to reload the old instance because it is not started - it very likely would still fail for the same reason the old one failed.
I'd ask you to check your logs and config.
