Public bug reported:

If we have a hyper-active client, the provider may end up getting lumped
with more requests than it is prepared to handle, or that the backend
cloud service is willing to tolerate.

We probably will need a "too busy, try again later" exception that the
provider can use to indicate that condition.

We will also need to think about the old issue of overrunning dbus with
too many requests.
