Right, as I said on IRC I'm more than happy to just entirely drop the static sleep in /usr/share/initramfs-tools/init, as this is a completely broken/useless concept. Using it in the wait-for-root call in /usr/share /initramfs-tools/scripts/local similar to the wait-for-root call in /usr/share/initramfs-tools/scripts/local-premount/fixrtc seems good indeed.
