Public bug reported:

With version 217 of portmidi it stopped linking to libporttime. Now
every third party bindings or project needs to check whether it needs to
add -lporttime to LDFLAGS or  not.

Since portmidi 217 is out for 6 years already, most 3rd-party programs
expect this version and will  fail to build on Ubuntu.  Also, buildling
portmidi manually is not exactly convenient, so an updated package would
improve user experience a lot.
