I can explain further, When scrolling in a window, the window would sometimes scroll by a few extra lines after you had stopped, this would cause the content at the top of the window (that would be scrolling up) in that particular area to be drawn as a white box as well as the content at the bottom of the window you are receiving would do the same until you mouse over it.
I cannot reproduce this issue on Ubuntu 16.04 using Nvidia's 364 drivers on unity 7.4 or Gnome Shell. I have also changed my mouse since the bug report was submitted. Either this is likely the fault of my previous hardware or it has been fixed somewhere in the 15.x releases.
