Public bug reported: I was prompted with a request to upgrade to 16.04 from 14.04, and I agreed. It downloaded the files for step 1, and then failed on the second listed step. The failure message suggested filing a bug against the release upgrader via `ubuntu-bug ubuntu-release-upgrader-core` and I did, and here we are.
