I think it would be too confusing.  There is no interface for adding
options to grub beyond interactive mode, so perhaps you're referring to
isolinux, the boot loader on the CD.  In that particular case the
options are not placed in a manner where the user is forced to choose
between them.  The default option is clear and prominent.  The choices
in isolinux are also simple concepts that can be easily worded in the
space allocated.  I think forcing the users to make a choice between
which version of the installer they will run would be a poor design
decision from a usability standpoint.  I also think it will be difficult
to convey the difference between the two options in their icon titles
using language that the most basic of users can understand.

At any rate, adding another option to the desktop would mean that A) the
interface has to change and B) the translations have to be updated.  The
latter of which is not possible, as I understand it, and the former is
not reasonable, both given the impending release.

I've already fixed quite a few bugs relating to migration-assistant, and
with the next upload of it and a follow up to the outstanding bug
reports, I'll have a much clearer picture of what major issues, if any,
still exist.  As Hardy (Ubuntu 8.04) will be a long term support
release, there will be a big drive for usability improvements and
stabilization of existing features, especially in the installer, and you
can be sure that migration-assistant will be a part of this.
