I have not noticed this before today. The issue is that on many
different sites a small message (in fact, any message, except for when
cursoring over the text on tabs, that appears fine) is given a rather
large tooltip no matter how small the text amount is:

I am running Ubuntu GNOME 16.04 with GNOME 3.20 and Firefox 48.
