Steps:
1. Download a deb archive from a website e.g. google earth
2. Go to Downloads folder and double click the package
3. The "Software" window appears.
4. Click on the install button. The progress bar gets a litte way across and 
then disappears.
5. The package is not installed.
6. There is no message displayed about this.

The only way I can install these packages is to run dpkg -i in a
terminal. They all install that way without problems.

Xubuntu 16.04.1 LTS
All deb packages downloaded direct from websites such as Google Earth, Opera 
etc.

The software should have installed but didn't.
